Highlands is a rural municipality located on southern Vancouver Island in British Columbia, forming part of the Capital Regional District. It sits inland from the western shores of the Saanich Peninsula, bordered by the City of Langford and the District of Saanich to the east, and stretches westward toward Metchosin and the Highlands plateau. The community is approximately 15 kilometres northwest of downtown Victoria, making it one of the closest rural areas to the provincial capital. The landscape is defined by rocky outcroppings, Garry oak ecosystems, mixed coniferous forest, and several small lakes and wetlands. Highlands sits within the rainshadow of the Vancouver Island Mountains, resulting in a mild, temperate climate with warm, relatively dry summers and cool, wet winters — conditions typical of the southern Vancouver Island region.
Highlands is a small, rural municipality with a population of just over 2,000 residents, making it one of the least densely populated communities in the Capital Regional District. The character of the area is distinctly pastoral and nature-oriented, attracting those who value a quiet, low-density lifestyle surrounded by natural landscapes. Weather & climate in Highlands
Highlands is a rural municipality situated in the hills west of Victoria on southern Vancouver Island, and it experiences a warm-summer Mediterranean climate with mild, wet winters. Winter temperatures typically range from around 2°C to 8°C, with rainfall being the dominant form of precipitation from November through March. Snowfall does occur, particularly at the community's higher elevations, though accumulations are generally modest and short-lived. Occasional Arctic outflow events can bring colder, drier air and brief freezing conditions, and morning frost is not uncommon on clear winter nights.
Summers in Highlands are warm and relatively dry, with temperatures generally ranging from 15°C to 25°C, occasionally nudging higher during inland heat events. The region benefits from the rain shadow effect of the Olympic Mountains to the south, contributing to drier summer conditions compared to much of coastal BC. Wildfire smoke from Interior BC fires can periodically affect air quality in late July and August. The area's forested, hilly terrain creates notable microclimates, with sheltered valleys retaining moisture and cooler air longer than surrounding lower-lying areas near Victoria.
